A representative of the 149th Airlift Wing of the National Guard declined to disclose the pilot’s identity or details about the pilot’s condition, citing military regulations. This highlights another aspect of crisis management—the need to inform the public while safeguarding sensitive information.

In this context, the term “evacuation order” means a mandatory requirement to leave a specified area, whereas a shelter-in-place order generally instructs people to remain inside buildings.
